Topics getting the most attention in Perris public meetings, ranked by how frequently they come up.
Park West CFD bond financing
Up to $12.25 million in bonds will reimburse the developer for roads and infrastructure at the 211-home Park West project, secured by special taxes on the homes themselves. City officials stressed there's no general fund risk and strong value-to-lien coverage.
CDBG funding plans for FY 2026-27 and amendments
Perris has about $1.59 million in federal CDBG money to spend, funding eleven community organizations serving low- and moderate-income residents, including foster youth advocacy through Voices for Children.
Maintenance District Assessments for FY 2026-27
The Council preliminarily approved annual landscape, lighting and flood control assessments for three maintenance districts, with a protest hearing set for July 28, 2026.
City Manager Performance Evaluation
The council reviewed City Manager Clara Miramontes' job performance behind closed doors. No reportable action came out of the session, so nothing about her contract or employment changed publicly.
2026 Tax Allocation Refunding Bonds
The Successor Agency is refunding 2015 bonds to save about $1.45 million — money that flows back to local services and taxing agencies rather than bondholders.
FY 2026-27 Budget Amendments and First $100M General Fund
Perris is projecting its first-ever $100 million general fund, with a $4.7 million surplus thanks to Measure B sales tax money and a mostly-resolved state tax adjustment. About 76% of new spending goes to public safety and insurance, including a $3.6 million sheriff's contract increase driven by deputy pay raises.
Warehouse/Industrial Business License Tax on November Ballot
The council is asking voters to approve a tax of up to 10 cents per square foot on warehouses, distribution facilities and truck yards — about $2.5 million a year for streets, public safety and services. E-commerce facilities are exempt, which several speakers criticized, and a business group called the process rushed. It needs only a simple majority to pass.
Measure B transactions and use tax certification and implementation
Voters approved Measure B on June 2, and the council has now certified the results and set up the state agreement to collect the tax. Collections are targeted to start October 1.
CR&R delinquent trash bills go to property tax roll
Unpaid trash bills will now be collected through Riverside County property taxes as liens. One monastery owner objected, claiming tax-exempt status, but the Council adopted the resolution 5-0.
Upcoming May 20 meeting cancellation
The May 20 Planning Commission meeting is cancelled since there are no items — commissioners get the night off.
